My exterior basement wall had been previously coated with liquid nails and some laminate. I had remover the laminate many years ago and painted over everything with UGL block paint. The paint was peeling, so I decided it was time to repaint everything. At first I started with a wire wheel cup on a 4 1/2" grinder. That removed the loose paint fine but was slow getting through the glue. Then I tried a stronger bead wire wheel. That was better and I cleaned up a portion of the wall with it.

I looked for a diamond wheel and found this one with good reviews. I went to test it on the wall to see how long it would take. I ended up finishing the rest of the wall in about 15 min.

The wheel is pretty aggressive and does mark up the wall a bit, but the glue was gone in no time. If you dont want crescent shaped gouges, then I would get something less aggressive. The wheel doesn't show any signs of wear so far. I would purchase another if I ever need one, but this will last through my project.
